They are for OW1 heroes, but OW2 heroes also have them. Kiriko says “Are you surprised?” when leveling up sometimes, which could easily be a reaction to getting an endorsement.

There are also voicelines in the game for OW2 characters looking at the Horizon Lunar Colony telescope.
