I really don’t know any way you can make this balanced other than reduce some numbers.

Honestly the shield is only good against non-explosives and only directly from the front. Explosive damage seems to go around the curved top/bottom and sides so splash damage hits her.
Reality is she really needs the shield because she has such limited range of effectiveness (8m melee, 20m cd ability). It’s like Symm’s 900HP shield she can throw forward and run behind, except that’s significantly harder to fire around until it passes you, and by then you’ve got a Symm tethered to your very soul.
to be fair, you can side step symettra’s shield, and it has a fairly long cooldown, whereas brigitte’s moves with her.
Totally, and I’m not trying to say they’re the exact same thing, but it’s the same principal of “Allow this close-ranged character a chance to get close” because otherwise shutting them down would just be the most ridiculously easy thing
Symmetra’s Photon Barrier has 1025 HP.
Flank her, attack from distance, and/or use splash damage. There’s also attacks that go through barriers: some from far away (so no worries about stun) and others from heroes with way more health than her.
I get most of my kills as Brigitte on people that come at me from my front, at close range, by themselves. Which isn’t a smart thing to do against anyone.
What are you doing this close to Brigitte then if you get stunned by her?
Learn to take distance. It’s really easy. No aim required.

600 health if she is doing no damage and you aren’t at all the other angles already.
Explosives burn through it. Hack still works. Flanking keeps her turned around. She suffers at range. Rocket Punch.
Her viability against some of the more popular heroes is lending viability to others who suffer in the meta. This is mostly good from my point of view.
Flashbang hard counters Brigitte’s shield. Splash Damage in general does wonders against her.
That would be ok, if she couldn’t almost-instantly kill any 200hp hero with her stun combo which is 1000x easier with teammates which also happens often because of her playstyle and synnergies
Oh no she can counter 200 HP flankers that get too close… can’t have that can we?
