I block people (to keep them from joining my LFG) for being racist or homophobic, and they’re still able to join my LFG. This is a major problem as there are trolls who join after every match, and every-time I kick them they rejoin.

Not quite sure about that one, but check your group invite settings. If it is set to “allow players to join group as on”, then anyone can join, even if you kick them.

Or the block function is just straight up busted, as it always has been.
It doesn’t remove them from interacting with you/your games, because of “qUeUe TiMeS”, unfortunately.
What would the point of “Avoid as teammate” be if you could block people from getting into your games
