They said they removed them because it promoted toxicity in players being able to see the skill level.

Well, there will be titles that demonstrate some level of prestige (e.g. having Cyberdemon years from now), but it’s not as inaccessible as the high border levels were. You can get a title shortly into the prestige path of any season, or simply win 250 games in a role.
But the borders are gone
There’s a difference between choosing to use something and having it forced upon you. Quit yer bellyaching
I mean there’s no real “skill” behind titles since most of them seem to be related either to the Battlepass prestige or just being really really patient (see: me enduring Mystery Heroes).
The only ones that count are the comp titles for Diamond and above. Although it might be useful since there’s no way to unequip/go no-title, so someone who doesn’t have other titles to equip or is dumb enough to attach his comp title to his name while he smurfs is just painting a target on his back.
They added a scoreboard which leads to way more toxicity than level borders ever created. Fivehead blizzard
i feel like alot of mistakes was made with ow2 honestly heck you will never see me with one fo them name plates on mine as i dont play comp (as my skills arent good enough)

Unfortunately they arent. They are still highlighted on your profile. Even when its set to private other people can still see your border and level

Difference is, you can choose whether or not to equip a title. The only issue with borders was that you were forced to have them.
Titles and borders are not the same. Christ, nobody does their research for 10 seconds.
Meanwhile they put that thing on your profile and it can be seen even if you have it hidden 
I know this may be 18 hours late to respond because I don’t know if they’ve hidden the portrait border level design by that time. I don’t see any borders but they’re just black with only numbers 1 - 100 level (checked all my friends profiles and all looked the same).
I’m also Diamond border but thank goodness, it’s gone!

they didnt even remove borders… they have it literally plastered on everyones profiles letting you see that they got 'X" profile border in their superior game
nope they arent… they have them plastered on every profile if you just check… the last level you finished at and the border color! because blizzard wants to show the world how proud you are for achieving such rank!
