I have not been able to get much help with this issue from customer support. I have been told I have to get a hold of PS4/Xbox one for this issue, however they are no help. I am on a university campus and the NAT type is blocking my team/game chat on the consoles. I work in the IT department on campus and they have said that our firewall is not blocking anything and we have all the correct ports open for the game. I don’t want to keep playing comp if I can’t talk to my team, I also don’t want to get penalized for this. Can anyone help with this situation?

There is little that can be done from Blizzard’s end, I am assuming you have already reviewed and verified the necessary router ports correct?
Please note, it is impossible to get penalized for NOT participating in team communication. The system knows to immediately discard any Abusive Chat or Spam reports when you were not even in the team chat channel to begin with.
Yes, I have already shown the network admin the ports list and according to him they are all open. Unfortunately it sounds like i will just have to wait until i move back home off of campus to enjoy an open NAT type again
