In round two (8:05) you can even see me sitting nowhere near a choke while invisible and dude 180’s easily shoots me out of stealth. He says stop playing sombra and I will stop hacking. Why hack in a low gold game?

I haven’t watched video but that sounds about right. Bet the cheater is the kind of person to repeatedly complain in public about there being so many cheaters in OW too.
If it were me I’d double down and make sure I get frags on them with sombra and let them know that they can’t beat me even with their cheats. Well, if I still had chat enabled anyway.

But if the cheater gives you a way for them to stop (not that they should be trusted). Surely you’ve got to try, for the good of the lobby.

The chap saying it’s “infested” is the one crying wolf. He’s accused so many people of cheating, and when codes are provided, there are no cheaters.
So, the difference is simple. If you post a code I’ll be inclined to believe you and not watch

I just played a game as tank where our Cass was doing so well! And then I died and got to peep his screen and saw him tracking enemies through the walls… I called him out and ofc he denied it, as he was 13-0

What website do you go to, to view replays
If you go to your career-> history ->replays you can view recent games there. You can also import a code if someone has provided it to view a game too.
