Best Counter for Winston?
DPS: I’d say something like Torbjorn or Bastion. Torbjorn is very bulky himself making him tough to dive. Overload + Shotgun blast is very damaging to Winston if you get too close. Turret is incredibly slow for Winston to take down, so he’ll take chip damage all teh while trying to leap around. You out range him with your rivet gun and molten core makes moving around difficult.
A key advantage to Torbjorn is that usually Winston is accompanied by dive DPS and torbjorn turret deals with dive DPS very well while torbjorn himself can be a nice anti-Winston.
Bastion is handy because he’s bulky and if you save turret form you can blow up Winston during a shield + leap attempt. All while poking with good damage from range before a dive. You give a good deal of umbrella safety provided people stick around you during a Winston dive in a close tight formation. This is why Reaper can be easily ignored on Winston many times because he has slow movement while all his sustain is on close range blasts which are blocked by shield. Still annoying to fight him, but you can easily play around Reaper given reaper’s complete lack of any ranged threat.
Support: Eh… There really isn’t a great support for Winston. Brig can inspire buff can follow through shields + repair back through shield. She can attempt to boop his dive attempts. The armor buff to winton makes it much easier to dive and kill Winston. Moira makes it really hard for Winston to kill anything when you can AoE heal with orb, primary fire, self heal against him, fade away from him, and coal ult through his stuff. You don’t help kill him, but its so hard for him to get anything done you generally neutralize his value. I do not think there is a solid direct counter to Winston. There is a reason Winston’s primary targets are always supports. Too many supports get hosed up on doing dmg/heals with their low or inability to penetrate shield.
Tank: My preference might be something like Roadhog or Mauga. They themselves can’t be bullied, but can put a ton of pressure with an umbrella of threat around them. From their high base damage to the CC that hog provides on pull.
Pick reaper and then go bam bam bam
Reaper and Bastion for DPS. They have high damage and high survivability which makes them hard to kill with his low DPS.
Brigitte and Baptiste for supports. Brigitte is a difficult target to dive and makes diving anyone else much more difficult. Baptiste is incredibly survivable and has surprising mobility and damage.
Mauga, Roadhog, and Junkerqueen for tanks. High damage and sustain, once again. These tanks will have Winston cowering on the high ground.
I always go Reaper vs Winton. The voicelines when he kills him “Still no match” always brings a smile to my face

As a Winton QP warrior: Bastion, Mauga and Roadhog a bit. Soldier & Tracer can be annoying too
Everyone says Reaper but I eat Reapers on breakfest with butter and honey. Put the bubble and dance around it - they die or have to Wraith away. Especially that usually you will fight with him next to your team. He won’t wait in his backline until you dive.
I would take Legs or Tracer over Reaper 100%

tank - roadhog, dva, mauga, junker queen and i’ve noticed doomfist is quite good into winston
dps- torb, reaper, bastion
situationally cassidy with fth and magnetic grenade
support- nothing really. brig or moira. you won’t kill him but can peel for targets he’s diving and deny a lot of value with the high AoE healing
basically anything with a shotgun or can just pump out high damage is really good into winston
