No Moira with honor can resist the Moira duel. Stand facing each other about ten paces apart, hold down the succ button, and spawn orbs off cooldown. Healing orbs are better. Whoever gets ult first usually wins.
Or your ults might sync up, in which case the match just becomes 4v4 as you and her succ each other for eternity.

Play a hitscan and have decent aim.
To be honest Moira is that hard to deal with that its requires counters.
But i get it she can be a demon in lower ranks/new payers when the team doesn’t turn around for her/doesn’t shoot her
But if you are looking for best counters here is one in each role
Tank:- D.VA (just eat her orbs)
DPS:- Torb (just place a turret it in the backline)
Support:- Brig (no aim needed ,just hit her and gain Inspire for your team)
P.S. this list is for new players/low ranks and as you improve in this game you can counter Moira with ANY hero

Anything that can self-heal. DPS Moira can’t do jack against you if you can heal yourself. And to shutdown her effectiveness overall - D.Va to eat orbs and Ana to make her healing useless.
Nobody mentioned Roadhog but she cant do much to him and he can definitely kill her.
Any ranged dps that has some mobility, or can get Moira into open field. Tanks like Winston or Ball count here too.
I can slaughter her even with Pharah, because first thing Moiras do when in trouble is panic Fade… then you have 8 seconds to locate her and blow her up.
I do this by getting her to Fade while I’m at long range, then get into medium range to finish her. Close range is a loss for obvious reasons.
I usually go reaper if a moira is diving my back line. Couple kills and she usually stops.
Dude I just play Winston and cleave her AOE heals til she’s dry. Time that with your bubbles and she’ll panic a whole lot more.
Other than that its best to force her healing out so good Pharahs and Junkrats will find massive value.
You see Moira is really good at healing across her team in small chunks. Yet constant big chunks of damage really drain her resources a lot. Ideally she doesn’t want to spend her resources into a single target so snipers and hard hitting dps who have massive damage off a single shot can really wittle her down.
Eventually she’ll wear herself out of healing to where she becomes useless or end up getting killed trying to refill her tank up.
Either way Moira is great at covering constant small arms fire, but really bad at handling large swathes of injuries.

Have good accuracy, self-heal and or a consistent mobility option.
She only does 50 DPS, normally. If she throws out her orb, yes, she will do 100 DPS–for barely a second, provided she is in an open space. Then you can just walk forward to negate the Orb’s effect.
Summary
Stay away from enclosed spaces where her orb can get the most ricochets
Use you “superior skills” to out damage Moira’s 50 DPS.
