The server places you on the closest server depending on where it looks like your connection is originating from. So if you’re using a VPN that routes through Switzerland or something like that, it’s likely you’ll land on GBR1 at some point.
I don’t know what destination you’re testing in the PingPlotter.
CTRL+Shift+N gave me the 35.247.254.231 destination. I’m also not using a VPN.
GBR1 and IP 35.247.254.231 don’t match, the IP is in Michigan.
Are you getting that IP from the training range? Those are deprioritized servers and can’t be used for testing.
Either way, you’re just experiencing a routing error from the ISP. A VPN should fix it while you wait for them to correct the route.
