She does less damage than Cassidy, has less survivability as Cassidy, and a worse Ult than Cassidy.

Cass is more newbie friendly. Much of upper tier OW has been defined not by Cass, but Ashe for most of OW2. It was only in the recent change after tank buffs where cass saw a sort of meteoric rise.
His kit is much easier to use. Ashe is nearly all aim mechanics. If you can’t aim on Ashe, you won’t do anything on the hero. Which makes Cass more newbie friendly since if you can’t aim well, yu can still try to pick him to counter pick flanker heroes or possibly fan the hammer tanks as a semi-tank buster.
DPS utility is often times pretty inconsequential. Its mostly about kill potential and Ashe’s ability to do more powerful headshots at longer ranges is still generally far more valuable than the stuff Cass has done. The recent adjustments he’s had to me only solidifies that difference in role.
Ashe is a more general purpose DPS for raw kill power that almost any team can slot into. Cass is a little more niche where you are trying to intentionally deal with a divey team you are having issues with.

All of these are true only if you’re trying to brawl with ashe at point blank range.
Meanwhile, at all other ranges she excels.
Oddly enough, Ashe feels like strongest DPS to me.

Factually untrue. Ashe does 75 per shot and Cassidy does 70.
Ashe has 10m-20m more range than Cassidy and she has an escape ability. The 25 extra hp that Cassidy has is nothing in comparison.
High Noon has always been considered a terrible ultimate, it has historically been used as an instant reload when Combat Roll is on cooldown.
Ashe literally spawns another teammate that’s playing Tank.
This take is incredibly delayed. Ashe was released 13 November 2018. She’s had no major changes other than not being able to one shot squishies since 12 January 2021.
I’ve played all the hitscans recently and I must say that Ashe is the most powerful one at the moment. With hitscan getting hitboxes; hitting headshots is not hard and Ashe hits like a truck.

So it’s a good thing Cass can still 2-tap all 275hp heroes and below in his optimal range then? It isn’t like Lifeweaver is popping off ranged kills all the time either. Cass is way more consistent now than he was before with the bullet size increase so reining in his range is the best way to make him feel fair to play against, set him apart from other point-n-click hitscan, and prevent him from wiping your team from halfway across the map.
Cass still makes other close range characters useless with his pseudo-stun and high burst damage. The change gives you a reason to swap between Cass and Ashe instead of one always being the better pick over the other.
Her fire rate is ridiculously broken with primary and secondary fire switching tech.
