No. It would mean lost revenue for Blizzard.
As long as you can’t trade skins, the only way to get a premium skin is to give money to Blizzard by buying it from the store.
No even Hearthstone has trading and it got removed from D3.

It’s not an idea, the title has a question mark. That makes a sentence in english a question, not a forward suggestion.
Blizzard is the Apple of gaming companies.
They want you to make transactions with them exclusively.
No free market or transparency. We’re toddlers and they know what’s best for us.
