My friend made a brand new account for ow, and he cant join a game since qp queue time apparently takes 10+ minutes. Is this happening to normal players? Or is this normal for new accounts?

New accounts are generally shielded from the larger playerbase at first until they have had time to learn the basics.
The tutorial has been completed, he hasnt been able to join his very first game because of the queue time
Yeah, the tutorial isn’t part of it. Best chance to get into a game is to group with an established player.
