Leading up to OW2, we should be able to practice PvE.

Agree 100%, however good ideas are anthemic to this game sadly.
This is likely one of their selling points for Overwatch 2 so there is little to no chance of them giving it to you for free when they can sell it to you for $40.
They said that if they made the archives missions permanent, the spark would fade and people will get burn out by it and ask for more.
This is why they started working for ow2 which is better than having just 3 missions with predictible npcs spawns and such

then you split the playerbase more and people start to complain even more about queue times.
i don’t think they want that.
