I was 1 win short of the weekly challenge and didn’t have time to finish it to get the Rustclad skin for Torbjorn. Is there any way to get this skin now?

So are these just once in a life time skins or what?
Nobody knows. We won’t know until Summer Games if it’s the same challenges & rewards each time or something else.
At the present time, it appears so. We won’t know until Summer Games (I believe this is the first event they introduced these mini challenges?)
Maybe Anniversary event will make them unlockable? But I doubt it.
A lot of them say “can be obtained during Week 1 [Event] 2020” though which suggests it is only available during that time frame.

No, sorry… as with all other challenge skins he’s gone.
Unless they implement a way to earn missed weekly skins during the anniversary event, no. Not at this time.
Oh well. Exclusive skins are a major turn off for me in any game.
