I know this probably isn’t the right place to post about this, but is there any fix for it? I don’t want to have to go into the in-game settings every time I tab in just to have normal FPS.
From my experiences I saw that the “disabling and re enabling” of “reduce buffering” is only needed when the game is on borderless windowed
Didn’t get my framerate reduced on fullscreen after all tabbing

Pretty sure it’s been a bug since launch. No fix other than toggling that setting, other than having good enough hardware where it just doesn’t matter.
Pretty sure it’s the exact opposite. The reduce buffering issue has always been an issue for fullscreen exclusive. Borderless window mode never had this problem.

It sounds like you’re just hitting issues because of the nature of borderless windowed mode in this game. The engine does not use the newer “flip model” supported by Windows 10+ and so it becomes composited, which is at the mercy of the desktop compositor. It can cause small stutters or performance issues (due to extra compositions/copies), from things like notification overlays, or even animations or content being rendered on other displays.
Fullscreen generally doesn’t have those issues (subject to a few corner cases).
The issue OP is describing is a known engine bug since launch where alt tabbing while Reduce Buffering is on causes a permanent degradation of performance until you toggle it again. It doesn’t always occur on every alt tab, but I’ve never seen a single instance of this ever occuring in borderless mode. In fact many people suggested it as a way to avoid the issue.
