FYI I also saw this thread not long ago:

For some reason, controller settings are bleeding over into PC mouse input. Change Aim smoothing under controller settings: set the slider to 0% should fix the floaty mouse input. It definitely improves the responsiveness of mouse input, but for some reason there still seems to bee input delay…

One more thing to try.
