Add Option For Shoot on Button Release for Hanzo's Storm Arrow

I find the change from holding the mouse button to charge and then firing on release to the fire on click behavior of storm arrow very jarring.

I believe it would feel smoother transitioning into Storm Arrow if we had the option to maintain the shoot to release behavior. Holding the button to “charge” more would simply do nothing while storm arrow was activated and the arrow would be fired when the mouse button is released.
