Would abilities based on your targets MAX HP be a bad idea?? In League of Legends, this is how they make heroes tank shedders because they get a bonus to strength while attacking tanks with a massive HP pool.
For example, maybe Reapers health regen is based on his targets MAX HP. So he gets more regen while shooting tanks making him strong against them

Honestly Overwatch is far too unbalanced for it to make a difference. Why run reaper? He’s slow does little damage… but if you run tracer/ Doomfist or genji you can have a highly mobile high damaging hero that can shred tanks and squishies as well as have a extremely high survivability?
Tanks already have it bad enough please leave them be
Sombra HACKS take twice as long on a tank as a dps!!! Fix the game!
How do tanks have it bad when many of the metas are 3 tank/3support. This is because there simply isn’t anything really good against a blob of tanks getting AoE healed

scatter arrow kind of did that, but was unbalanced.
I believe they should bring it back but nerf the damage. Also widen the angle of spread of the scatter so that only 2 of the arrows (like 135-155 total damage) would hit a squishy’s feet but with the outer scattering arrows missing. But on wide targets like tanks or bastion landing all 4 of the ricocheting arrows would be easier.
Mind you the full damage of new scatter arrow would be between 275-315 on tank targets where all the arrows land)
