yeah I was confused by such a random VL too, part of me thinks they just shoved it in there to inflate the value of the bundle
i dont really follow the OW lore, so i might be missing something, but the story of helen of troy apparently had 1000 ships on the greek side

A bit of a weak suggestion as it doesn’t explain if its a compliment to himself or an insult to someone else.

Why shocked that it might be an insult? It could be a taunt easily enough.

It could easily be another way of saying some action is lesser than it seems.

So it was probably a random leftover voiceline that was intended for the Greek Mythology battlepass way back in season 2 
If you watch some old footage of PVE, various lines are said which are now voice lines.
Basically, all that recorded dialogue is being cut up and put into voice lines instead.
Its simply referring to a ton of Omnic/null sector ships coming in, probably.
