How would you feel if your character could only be stunned once every 2 seconds? Personally, I don’t enjoy when I get shield bashed, slept, flashed, stunned, and then hooked all in a matter of about 4-5 seconds. This could theoretically be a solution to the problem of chain stunning people complain about and wouldn’t feel as bad to play against. What do you think?
It would have to be delicately balanced.
Also you could screw over your teammates a lot with this. I think it’s a bit counter-intuitive.
For instance, Brigitte stunning someone and then Hog goes for a hook. The hook should land, but if your change goes through the hook would just… hit the enemy and nothing would happen.

Alternatively swap for Rein, for pins and earthshatter
ToS use the system that make CC have shorter duration if you use multiple CC ability on the same target.
Each CC that chained on the same target will get 25% reduction to it duration until it become 0% (immunity) then you have to wait 10 seconds for the CC ability can take effect on that target again.
it’s not a good system I much say, because this system have problem with the CC ability that have multiple hits.
