Reduce bullet dispersion while crouching.

This could make any ranged dps too strong.
Soldier is in a tough place due to how the meta is he can’t get any meaningful damage compared to other picks.
As much as soldier could do with a buff… I think the game needs a nerf I’m tired of power creep.
Being crouched means to be a sitting duck. I dont think is op. Also, teducing spread doesnt mean no spread at all.
Maybe this could be used for a hero with no escape abilities and with a semiautomatic weapon.
