That’s not how it works. The items inside are determined the moment you get a box, but yeah the chances of getting a legendary is like every three boxes for me.
It’s actually best to open your loot boxes immediately; you get less duplicates that way because the game won’t register not to put the items in the boxes until you’ve opened them, but the contents are determined the moment you get them.
Contrary to popular belief, if you get above 40 elims in a match, the loot box you get for leveling up will grant you 2 legendaries.

Your chances for a Legendary do go up per loot box though.
There is RNG Protection.
Your chances of getting a Legendary increase by a certain percentage up until you hit 15.
Every 15 Lootboxes, you’ll get at least ONE Legendary. But more often than not, you’ll get one before 15 boxes.

I know that the system makes use of the 15 box rule, but it’s not the same as what OP is saying. They are only partly correct.

cue that one time i saved up 50 loots boxes and didnt get any legionaries, not even coins

Usually what I do is:
Imagine I want an Hammond skin.
So I invite my friend to a game browser and we do a ritual where I walk around Hammond (that’s my friend) and then I kill him twice.
The next loot box will give me the skin I want from Hammond
