The only heroes viable as main healers are Mercy, Moira and Ana.
Moira has a depleting resource and Ana requires aim and might miss.
Other healers work only as off-healers.
Even with this nerf, Mercy will STILL be the most consistent and reliable healer. She will still have plenty of use.
