Jeff has made a statement before regarding 12+ player servers.
This has been said during the 2-3-2 comp thread.
He said that servers would be too instable to handle more than 12 players, so what we have is most optimal.
It would mean an upgrade in servers, which is not within their budget at this moment.
So if 2-3-2 is enough to cause server instability, hold in mind what 60 player servers will do.

Even though it’s not possible, it would be fun to have a mode in which EVERY hero is on the battlefield at the same time.
