If you Google this problem it happens for some people every update. Some say just cancelling it and restarting the console fixes it, but thatās never worked for me.
Possibly time zone delay?
Hero changes should take barely any disk space because itās just code.
It has to be the new textures/skins, voice lines, sounds and music for Retribution and all the art assets used in that.
The size wouldnāt be a problem if I would get full speed but PS servers are so slooooooow. Itās insane. Need 100 minutes for it

so we have the new cosmetics, uprising and retribution/ all heroes modes for both, Venice + assets, hero changes and new Blizzworld? Would that be enough for 22gb?
