Blizzard just needs to make new accounts during the free weekend period move to harder ranks a little faster if the person is performing well and/or if they have a machine id or IP linked to a currently existing account.
Smurf accounts should be banned, but that would cut down the number of players, so no one is willing to take action.
It would cut down on the number of accounts, not players xD

Hard reset MMR should have less smurf problems but they got also less money. 
I flagged your post and thank you for your concerns, I decided to not play until the last week of the season on my main account simply because the meta is boring af and I’m tired of playing healer or tank.
I was 3730 last season and played all seasons since release, I also have 3 smurfs that I play on daily, two of them are also in master and the oldest is from season 5 but hey, I guess I know nothing.
To answer your first reply, cool for you if you decided to not be a pro, I decided to buy smurfs to practice characters I wasn’t good at. On the other hand, you decided to blame others because you’re not good enough.
Lastly please don’t call me son, I’m probably old enough to be your father.

Humble Bundle was only 12$ and i think the vast majority of ppl buying alt accounts is not to pawn noobies.

Real question is if the game is worth 15 euro at its current state. I would say barely.

I just started a PC account (PS4 main) to play with my PC buddies. Even without being used to the feel of a mouse and keyboard, on a brand-new, super-fresh account, it took two matches to start matching me almost exclusively with higher-level players. The same thing happened on an alt account I have on PS4 to play comp with lower-ranked friends.
The system works very well. Smurfs aren’t nearly as much of a problem as the forums thinks. You can’t just dump on newbs over and over. It’ll place you with higher people pretty quickly if you do that even a couple of times.

How would you prove that an account is a smurf account? I think a lot of people would just be reported for being good, especially if they were on a lower-level account.
I tried to get a friend started on Overwatch and every match he went up against the likes of Widowmaker smurfs who wouldn’t even let his team get out of spawn. Couldn’t even get a chance to learn to play the damn game because of a-holes who think it’s funny to stomp on new players.
I strongly believe Blizzard should get their heads out of their butts and start banning smurfs, smurfing does more harm to the game than they realize. There’s a reason why every other game out there bans smurfs, they make learning the game HELL for new players and it turns them away.

Honestly, I bought an alt account for the sole purpose of maining a different role on it.
I’m a tank main, but with that alt I’m gonna play support or DPS only in competitive. (so, probably support. Doubt I’ll get a chance to play DPS in comp)
Thing is… when I get into QP or Arcade, I get matched against people of much lower skill.
You’d think that the matchmaker would catch up and put me with and against other obvious secondary accounts (or just very good beginners), but no, I’m level 15 right now and still getting opponents so much lower than my own skill, I can’t help but feel bad for them.
I do hold back when I realize this, play a little bit worse intentionally, but I also notice plenty of level 7 widowmakers that get headshot after headshot and that’s just… not cool man. Like why would you do that?
