Consistently a week and a couple of days I have started getting latency spikes and rubber banding every 3 seconds from 100 to 140 MS. I usually have 87. Every 3 seconds it will start spiking up to 136 MS then go back down to 98. I’ve called my ISP (Liberty Cable of Puerto Rico), changed modem, cables, everything. Here is my Looking Glass Test.

The problem is only while playing Overwatch. I want to play again without rubber banding everywhere. Any help would be appreciated! Any other needed info please let me know! Thanks!
