This started happening a month ago. Running on a laptop with RTX 2070 GPU, the game will hit 100% GPU usage even just in menus, running at 10fps at 1080p. There’s a 3 second input delay from moving the cursor or clicking an option to the game registering that input. I’ve tried a fresh install, updated drivers, nothing works. I confirmed the 2070 is being used according to the options screen, nvidia control panel, and task manager.
No other games I play have this issue

You may be experiencing some overheating where the computer limits how much of the GPU is available to reduce heat buildup. Or it could be peripheral interference. Hard to say, your post needs to include a DxDiag for troubleshooting. Make sure to review the sticky threads.
Do you have the Razer control center installed?
