Jeff kaplan showed this back in 2018. Not much has really changed. Its still a bell-curve where most players are in gold, then the next major pop is in silver and plat.
~80% of the playerbase is in those three tiers.
If you are really low rank or really high rank, both will suffer long queue times for the same reason. Finding a balanced match is much harder when you are so far away from the average.
Middle rank players are easier to find matches with since with the highest pool of players you are more likely to find people in your region, time of day, and skill level.
Now, Blizz has admitted that they have tightened the match maker. It used to be fairly loose in the start.
