Id have to guess america, she was in the custody of the american military (suggesting she’s one of theit assets not another countries) and her first appearance is in america, but that last part doesnt really matter

It’s like saying Bastion is German because he just so happens to be from Eichenwalde. Does it really matter? Echo is likely a custom-built omnic from Overwatch, so there really isn’t any kind of nationality for her

She is probably Indian, just like Symmetra. If the Logo on her head is correct, she was build by Vishkar, the company in Utopaea (India) Symmetra works for.
