No one, at best its a skill match up or a sustain match up. With the sustain match up is not about health, its about who goes oom 1st.( even skill level) the thing about laning vs rexie. You are not there to win lane. You are there to keep him in lane. You want to keep him from mercing or punish him hard when he does.
