According to the patch notes and tooltip, the base 5% is supposed to apply to enemy Heroes, but it currently gets applied to auto attacks against anything.
In my opinion, it actually makes the talent worth taking, but I’m not sure if it was implemented incorrectly.
I should note that the stacking 5% per charge of blink is working only against heroes the same way it used to.
