well for me its cuz … ive seen her and tbh she is a real monster 
S - The best heroes in the game. Hard to go wrong by picking one of these (assuming you can play them properly).
A - Safe, strong picks
B - Slightly more niche, but still fairly powerful heroes
C - Highly specialized heroes who need specific setups/situations to work.
D - Suboptimal
Heroes are sorted alphabetically within their tears

Here is my personal simple list 
S tier : artanis , zeratul , alarak , probius , tassadar
A tier : fenix
B tier and down : everything else
All jokes aside , i find that all character can be really strong. The only factor in this is how often do their moment to shine happens , sure some of them are quite often and others are like once in a blue moon ,BUT when those hero actually find a moment shine , i find they tend to surpass and out class the more common heroes.
Im ok with it to be honest as it also plays to the fact that different players has different styles or tastes so its all good !

@OP Think deathwing is the most OP hero atm because of his unstopable and high dmg
Artanis above Fenix is never a joke since Fenix is basically Artanis but fixed.
Too many tiers…
OP: Hanzo, Zeratul, Medivh, Ana, Auriel, Fenix, Zuljin
Trash: Nova, Zagara, Probius, Azmodan, Tassadar, Cho, Gall
Luckily the tf2 medic doesnt play in this game, or this would have been a very bad tier 
Most games use S+ and S++ instead for this to avoid this
Also, niche heroes should get 2 ratings: When their niche isnt there it usualy goes C or D rating because of that, and when their niche is there they suddenly can get A (and i dont mean, the niche in which they get entirely broken, just the basic niche of a standard outdraft situation, like for example lacking blinds, but still having other CC available).
Medivh is for example one of those heroes that realy needs their niche. Just like butcher which then can become S tier in more ideal conditions.
Finding a person to handle the hero should not affect their rating too much, and if it does, you cant realy judge a hero based on it anyway. So on that i would agree that such hero should still be placed in their general position (with drlogan tassadar would be S rating for sure)
Can you explain why you find zuljin op and tassadar trash?
Zuljin is an infinite scaling best late game ad carry. AA dmg is almost as high as Valla’s, 7.7 range if talented, great attack speed, kiting/chasing tool, only ad carry that can literally stand still, kill someone and walk away with full hp. Like how hard is it to click R and right mouse while gaining more attack speed and damage? I sometimes feel bad focusing him.

Lore : How many times did fenix died ?
Gameplay : sure fenix has a great continuous damage output and as long he can manage his shield bar , he can stay in fights indefinitely… BUT the feeling of landing a god prism on an enemy is significiantly more rewarding /feeling accomplished than firing your lazer half way accross the map , it just feels like killing a dying blind paraplegic xD .
Usually when you shot it , they are locked down into something like a entomb or rooted or something so they can run away , ir deffinitely fun to do but doesn’t get the same feel of " im better than you !" kinda feel .
Also gameplay wise ,they both can stay for a prolonged time in fights but artanis is more balance and has les weakness .
So to me , fenix cant compete for the spot of the game’s second best protoss

When Artanis was not even an executor Fenix already was Pretor. When Artanis was underestimating the potential of the terran Fenix already befriend Raynor. When Artanis was learning how to be a templar Fenix already was the best protoss warrior ever. Artanis refused to become a leader because according to him, he’s a warrior. Fenix was a warrior and a leader.
Honestly, what Tassadar saw in Artanix, Fenix was pretty much a better option in all aspects. Also, The conclave’s original plan wasn’t that bad. Imagine an army of Mecha-Fenix.
Fenix has been S - A+ tier since his first apparition, while Artanis was quite much this: B - B+
Fenix is no match for Alarak or Tassadar but he is waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaay more powerful, interesting and charismatic than Artanis, the most boring character in protoss history. Seriously, Mohandar an Urun were more interesting than the bag of space potatoes.

As much as i pick on fenix i will not deny that. Fenix surpassed artanis on pretty much everything .
I dont know why … Somehow as much as everyone loved fenix , i just never cared for him that much , i know its weird… Maybe i should just run the whole game again or something . i dont know . i know fenix is awesome and all but i just could get attached much …somehow lol
