Butcher is easy to counter so that why he is no meta hero. He is no OP if somebody know how play opositive. But he is OP if opositive are any feeder, feeders, or youtube watchers. Most people does not know how play opositive him. If you buff him he will destroy lower skilled players, most of community are lower skilled so butcher will by ultra unbalanced hero
