No, but you need the same APM (around 300 per minute) to operate them well enough.
Or you can just go cannon rush

Hammer should be a picture of tic tac toe.

Tic tac toe is not accurate enough. It would imply a hero that always gives a stalemate (sure in fun it does as both sides suffer, except for the hammer player).
But gameplay wise it doesnt work like that.
An autoclicker is better since as hammer you siege up and then can basicly afk until the fight is over. Tactic wise there is nothing: you stick to one lane and essentialy just set an attack move towards the enemy (ofcourse you take the move in siege mode talent).
And if you face too strong enemies, you die and just retry the next time. As everything happens automaticly for you, its a realy low effort. So why bother about a death or even a loss in the first place?
For the player itself it can still be fun. Most player however would avoid those games/sgt hammer
