Rebooting your PC or restarting the game wont do anything because you are not filling the requirements for removing leaver games. See blue post below.
The same thing has been posted on half the threads on the first page of the bug report forum, with the keyword ‘leaver status’.
You cannot clear leaver penalties without winning them since August 2019.
