Why is this a thing? So basically when i go on a lose streak i can’t progress at all, no matter what i do.
On the other hand when i get lucky on a win streak i blaze through the quests like a storm.

1 - Because people have to try and win the game instead of just queueing and then trolling so the match can end soon and he can start another match just to complete all the quests faster.
2- You can do it in AI.
3 - Imagine giving prizes to people who lose, doesn’t make sense.
4 - Losing streaks are no problem because you have a month to complete everything and you will win for sure.

The tooltip is worded awkwardly, but yes they can be completed in AI.

Gain 25000 experience in winning games
OR
Receive Experienced, Seigemaster, Dominator or MVP award in QM, Unranked or Ranked games
To paraphrase;
Either grind XP in winning games against AI (or other game modes)
OR
Get awards in the end game screen in non AI games.

My 4 random quests and the 2/6 main quests really disagree with this statement.
Tooltips have always been a bit… off for HotS
People would lose on purpose just to fulfill quest conditions, so that mentality is limited to vs ai mode (where you should win 100% of the time) via the 1st option of the two.

AI is for adults.
QM is for children.
Heroes of the Storm is not about PvE farming.
It is about PvP Instinkt.
If you can’t win in HotS is because you are old.
