What if the devs would revert some of this nerfs, but then I see the bronzies crying, because Li Li is already good in lower elos. 
Maybe Lili need some gambit talents that makes her more useful? This would be balanced in bronze, because people there would die too much and not get enough value of it, but it would increase her power in higher leagues.
Possible example:
Her healing ult now has a gambit that heals like in the past all, but for every deaths it heals one less.
