Um… that is not the case at all. The tavern brawl will let you use the predetermined sets, including the upcoming one, if you own any of them.
You can own them via two methods:
Pre-order bundles
Completing runs in this tavern brawl and being rewarded packs from the upcoming set.
So once you have completed at least 1 run in the brawl you will have at least 1 pack for you to open and now own said new upcoming cards. You cant Dust them yet, and you cant play standard or wild with them yet, but you are allowed to use them in the Tavern Brawl if you choose to go for another run.
Ive completed 2 runs thus far, went 0-3 and then 1-3 and I got 2 packs (im honestly not sure if I got a 3rd or not, i wanna say I might have on that 1-3 run but honestly my memory is not that accurate with details like that. But I do currently OWN cards from the new set that isnt released yet. And yes, the new set isnt in the shop yet so this is the only method outside of preordering bundles to get access to the cards for the tavern brawl. Again, not allowed to dust or craft anything from that new set yet to be released. For this Tavern Brawl, so when in crafting mode you will see all of that set in greyed out mode unless you of course already have obtained any.
As to your assertions about seeing other streamers playing cards from outside the predetermined sets already listed out by the HS folk, Can you provide a link to video of said stream so we can see what you claim to have been the case for them and not for you?
Your issue hasnt been all that clearly explained hence Cheezus repeated requests for you to elaborate and provide anything of objective value that we can all put our eyes on to see what you saw, or a link to the page with the explanation of what you seem to have gotten your understanding of how this tavern brawl is to function. Because from the outside looking in, it just seems like perhaps the simplest option here is you may have misread something about the tavern brawl and its rules/special conditions, but I cant make any conjectures about what you saw streamers do unless you can link a video of their stream you are talking about.
But I do know that your explanation of what the tavern brawl is supposed to be like is not accurate at the very start, so I think thats where the actual issue may be stemming from imo.
Again, anything you can provide that can be objectively seen by anyone else other than yourself would go a long way in helping you figure this out.
