Rope didnt start during ladder game

Hi Blizzard,
somehow during my opponents turns, the rope didnt show up.

It seems that he is about to play a card but doesnt (Screenshots can be provided).

I stayed in the game for over 20min to see that will happen but nothing happened.

I dont know if my opponent managed to do this on purpose but i have to hint in this direction because:

• this happened to me already 2-3 times over the cause of a year;
• in every case my opponent spammed emotes which gave the impression that they knew that they are doing and that i have to concede).

but maybe its really just a Bug.

Please Blizzard have a look at this.

Endless turn, Card Stuck Hovering, and Never Roping

The link Inien posted explains that the issue is caused by you disconnecting, not your opponent.

Your opponent is probably spamming emotes because after playing their turn and passing, you (from their point of view) appear to do nothing except intentionally roping them. They have to sit through your rope for (typically) two or three turns before the game decides to stop waiting for you to reconnect and gives your opponent the win.
