These two seem designed to work together in a Duel Paladin type deck. Commencement is obviously another “summon a big minion, but this time give it some other useful effects.” And the Maul can be played with smaller spells early if you need to stave off pressure, or later to combo with stuff like Duel or Commencement.
Now, that may not work out as a functional deck this expansion, but writing off Ceremonial Maul in particular just because it’s not great with Librams seems a little premature.
