I was opening packs of valeera’s offer, in the heroes’ books. When a buggy epic card appeared, from maiev as a hero card and zero cost. I didn’t get any epic cards in the collection because of this bug.

Same. Packs just aren’t opening.

I can’t open the pack. It just blinks back into place.

the packs were temporarily locked because of this bug
There is a message on the launcher:
Due to an issue identified with Rogue card packs, they have been temporarily locked. Players with Rogue card packs will be able to open them at a later time.
