Because you very well still may need to recover in order to buy room to plop down large threats. Doing so from a position of 30 health is far more threatening than from 10.
Look, obviously we can only really postulate so much until we see the full toolkit everyone has in RoS. I’m not saying this card is super duper amazing, but I do believe it has a place. Is that place the absolute top of Tier 1? Probably not. I’m interested to see where it works though, just like a lot of other cards that have come out.
If you haven’t noticed, this entire past year (plus RoS) has been chok full of cards that aren’t game-endingly broken all on their own. Many of the legendaries being revealed also are cheap, low-statted and meant to be played for their effects with other cards rather than just “play this broken card and win the match”. Nozari has a larger body (befitting a Dragon) but on it’s own will NOT win you the game. The idea is to see in what decks it would prop up the overall gameplan of the deck and how it interacts with other cards to collectively win you the game.
