This has been reported multiple times and is a Known issue:

• Dalaran Heist: Starting a new run will choose the same Hero from your previous run.
  Note: Ending your current run may allow you to choose a new hero.

The workaround is fight a boss and concede.

Ensure to search (scan / scroll) first before posting to reduce duplicate issue threads.
