I have had this problem for months now. Despite having the appropriate class legendary from the relevant set, I have not unlocked the Tier 3 hero power for the class in Duels. This has occurred for multiple classes (Demon Hunter, Druid). I think the issue occurs when I received the legendary card through the Reward Track vs a pack.
