The description on “Take a Chance” reads: “Reduce the cost of a random card i your Adventure Deck to (0)”.
Which part of that text makes you believe it should work for minions only and not for spells?
Getting it to land on a 2 mana spell instead of on one of your big cards is unlucky but that is simply what can happen with random effects.
