Using the “Refresh” alternate Shaman hero power to draw a card while Wilfred Fizzlebang is on the battlefield (on your side) does NOT reduce the drawn card’s cost to (0).
This has been reported and is a Known Issue:

I used to be able to make links like that to quote specific parts of the stickies, but somehow I can’t anymore (when I highlight the text in the sticky thread, I don’t get the "Quote pop-up). Do you have a trick to do that? I am using Chrome in Windows 10, maybe this has something to do with my browser. It works on any non-closed thread, though.
Sorry to hijack the thread, but OP’s issue has been answered, so I hope I will be forgiven.
You have to manually edit the quote tag to look like:
[quote="Aelathera, topic:64, post:8"]
This means finding the topic number and post number. This is in the link from the time value to the right of the BattleTag / number of posts.
