This is a known issue for Forgotten Torch in languages other than English:

November 6th, 2019 Decks can show missing cards in the Collection Manager. (Note: Editing the deck twice may help resolve this issue) Squelch setting is not applying. Quest Reroll is not appearing for players. Forgotten Torch is missing text in non-English locale.
