When I unlock a new legendary power from salvaging I get a message for 0.001 seconds.
There is no way to see this in the chat or even click what I just got.
I just get this flash and if I blink I miss it.
Make this MORE visual and make me ABLE to click the d*mn upgrades I got so I actually know whats happening and can make decisions based on that.
If remember correctly, there is a sigil like marking in the upper left hand of items that will provide an upgrade.
That way you know what’s going on.
That is not what my post is about.

You mentioned the chat/loot log. Can’t you simply press “enter” to bring it up?
Apologies if you’re using a controller, I have no idea what the command is there.
Just look in your codex. If it has a diamond then It’s a new power/upgraded that you haven’t looked at yet.
