You gain X armor but Evade has decreased -- does not improve armor

My existing pants were
950 Armor with + 29.2% armor bonus. This gave me total armor of 8626

I picked up another pair of pants with 950 armor and only 20.3% armor bonus. But it also has what looks to be a new enchantment

“You gain 5143 armor but your evade has 100% increased cooldown”

OK, I can live with that. Sure I lose almost 10% off my base 950 but an extra 5143 armor should more than make up for that, right?

Wrong. When I equip these pants my total armor goes down from 8626 to 8129

So what gives here? Is this a case of the UI just not showing me my true bonus, as it does with some weapons?

The aspect is disabled in town so you can evade
